
Keith Seaman
As Chief Technology Officer and Compliance Officer, Keith leads Ambitna research and development, global infrastructure, security and data privacy risk management and incident response.
Mr. Keith Seaman, a member of the Senior Executive Service, served as the Assistant Deputy Chief Information Officer (ADCIO) for Project Management (PM), Product Development (005Q), Office of Information and Technology (OIT), Department of Veterans Affairs. In this role, he directed the PM staff to facilitate the execution of all PD programs; collaborated with OIT leadership to ensure the management of projects according to requirements, cost, schedule, and performance; and implemented the $3.3 billion annual Information Technology Enterprise.
Mr. Seaman came to VA from the Department of Defense’s Business Transformation Agency, where he served as the Director of the Defense Business Systems Acquisition Executive. As the Component Acquisitions Executive, he was responsible for transforming DoD’s business needs and developing a fundamentally different and transformational concept of operations to DoD’s approach to rapidly acquire advanced information technology for the Warfighter. Mr. Seaman also directed transformative acquisition for DoD’s Enterprise business system’s $400M portfolio through through planning, executing, and ultimately driving change.
Prior to BTA, Mr. Seaman served as senior advisor to the Secretary of the Air Force and the Chief Warfighting Integration/CIO. He was responsible for USTRANSCOM's Transportation R&D Portfolio and Enterprise-wide IT initiatives, directing a $350M portfolio. Spearheaded the standing up of the first Transportation R&D Directorate. Led the stand up of the Joint Intelligence Center, USTRANSCOM. Developed the USAF Intelligence Treaty Verification Plan. Director of Intelligence Tinker AFB.
Mr. Seaman holds a Bachelors Degree in Financial Business Management from Cameron University, a Masters Degree in Middle East Studies from Southwestern Baptist and a Master of Science Degree in National Resource Strategy from the NDU’s Industrial College of the Armed Forces.
